KARACHI: Retired Officer (Director Admin) Rahim Bakhsh Baloch has been appointed as a consultant in SITE (Sindh Industrial Trading State), a subsidiary of the Ministry of Industry and Commerce, against the orders of the Supreme Court.
According to the notification issued by Site Limited, Rahim Bakhsh Baloch has been posted as Officer Assistant Director Coordination Munib Shahid, Grade 17 of Site, for 89 days, 2 posts OS and Assistant Director under “Pay Fixation”. Co-ordination is concurrently supported by two officers Deputy Director Finance and Director Admin.
MD Site Limited Ghazanfar Qadri, Secretary Site Murtaza Ali Shah, and Director Admin Zeeshan Alvi signed by a 17th-grade officer flouting the rules and court orders related to contract appointments two years after retirement. Rahim Baksh Baloch, who did not, was appointed as a “consultant” with political blessing.
It is being told that Site Limited is suffering from a financial crisis while the reputation of retired officer Rahim Bakhsh Baloch is not good. There are allegations of missing records of industrial land, allowing construction on drains, and other serious charges that are under investigation.
Not only this, the process of sending employees on deputation to other departments and taking the services of officers of other departments on deputation in Site Limited has not been stopped yet. There are also clear orders of the Supreme Court in this regard, which the management of Site Limited is constantly ignoring.
Similarly, Shafiqur Rehman, Grade 14 Senior Clerk in Site Limited, was issued a work permit on deputation to the Chief Minister’s House during the caretaker government. Muhammad Ali son of Abdul Halim, a senior clerk of Grade 14, was sent to the Federal Ministry of Foreign Affairs on deputation.
Muhammad Shah Jahan Sheikh, who retired in 2022, has extended his employment for 2 years (October 31, 2024). Murtaza Shaikh Site Limited is working on deputation as Incharge in the Drawing Department.
Similarly, in the post of Chief Engineer Site Limited, manipulation is going on for the appointment of a Chief Engineer on contract. At the same time, a board agenda is being prepared to hire a contract officer for the post of Director of Finance.
