The government last week ordered a similar measure in one of France’s overseas territories. Robert Menard, the far-right independent mayor of the southern city of Béziers, on Monday, ordered youths under the age of 13 in three neighborhoods to stay indoors from 11 p.m. to 6 a.m. until September 30, unless they are accompanied by an adult.
